Item upgrades are a way to increase the stats of an item. Based on the type of upgrade, it can boost the rarity of an item, or its Mark Level, Item upgrade and also boost other stats.

Item Level

On PC, you are able to view the item level by pressing ALT or using the left stick on XB1 or PS4. This will display the complete description of the item, as well as its ilvl. You can also locate it by hovering over an item and typing /itemlevel in chat.
There are various theories about how the item level calculation is done. The possible stat ranges for an item are based on the item upgrader mod level, but all items are guaranteed to have at least 1 stat within the range, unless it's an item that is unique or a God roll from a raid boss.
Another thing that could change is the possibility of upgrading equipment without having to roll the attaches, or select which stats to enhance. But as with base equipment, this would have to be carried out on a per-item level, and the item compare interface will not show all the stats that could be that were gained or lost at the same time.
Item Luck
A player's Luck stat stacks up to increase the likelihood of finding items, the properties spawned on loot drops and the intensity of these properties. However, it does not directly affect damage or the ability to upgrade items. It gives the player an opportunity to get better equipment earlier in the game. This is more useful in the early game, because players tend to put weapon scaling and defenses above raw damage gains.
In addition to influencing the discovery of items, Luck also increases the chances of being successful when upgrading items using the Blacksmith. This is not to be confused with the Blacksmith's overall upgrade chance, which increases with each level and can be further increased by using an anti-material such as a Scroll of Strength or a Jewel of Blessing.
Armor, shields and weapons can be made or spawn with the Luck property, with the default value of 40. These items can be augmented by using golden ingots or spined leather (depending on the type of material) to increase the value of 40 luck, or to increase an item's existing Luck up to 140.
Furthermore there are certain items, like the Hollow weapon that is infused with hollow can be used to increase the damage dealt by any damage-dealing skill by five percent. These items can be found in the shop or created with the right ingredients.
Item Failure
Not all upgrades are successful. However, there are cash shop items which allow players to increase their success rate or prevent them from losing an item in the event that the upgrade is unsuccessful.
The rate of success of an upgrade is shown in the Honing UI. The percentage is the chances of completing the upgrade successfully, and it can be increased by adding Additional Materials or Special Materials. The percentage of success can only be increased by so high, and the probability that an upgrade will fail cannot be greater than 100%..
The success of an upgrade is also affected by the luck of the item. Each item has an initial success rate of 25% and every item with Luck increases that chance by 5percent.
The item upgrade (Milne-sander-4.blogbright.net) overlays are displayed above items in the inventory. This can obscure enchantment effects and other effects. If you wish to disable the upgrade overlays, the config option decoration.renderUpgradeOverlays can be set to False in the Item Upgrader CORE client config.
