WoW Upgrades - The Item Upgrader

Upgrades will give you a an increase in certain statistics. Each upgrade boosts the level of the item level upgrade by +3. A random additional substat is also added to each upgrade.

Upgraded gear generally sees more value in trade, unless it has inherently low requirements (like the FB shield of the sorc) or very high stat variation (like Eth titan weapons). Upgrades are less useful for those with lower requirements due to the requirement to roll an exact version.
