WoW Upgrades - The Item Upgrader

Upgrades will give you a boost to specific stats. Each upgrade boosts the level of the item upgrading by +3. A random substat is also increased with each upgrade.

The upgraded gear typically has a higher trade value regardless of whether it has low requirements (like the FB sorc's shield) or very high stat variance (like Eth titan weapons). Upgrades aren't as important for the latter due to the need to roll a perfect version.
