When a DS-47 arrives into the CSB COR, a number of functions must take place before a user is allowed to be put on, or taken off an account.

Reviewing the PDF Document
  • Check to see that all signatures are on the document
  • If the COMSEC Officer and the COMSEC Custodian are the same person, a Waiver cable is needed. Check the accounts documents section in CARDS / iApp to determine if a Waiver has been uploaded to the account
  • If so, continue to process the DS-47
  • If not, request that post send the necessary waiver cable
Adding a New User
  • If the user is listed as a 'New' user, we need to ensure that the user has the following:
Validating the Change of Custodian (COC) Inventory
  • In order for the incoming Custodian to take over, a valid COC Inventory must be completed and signed by the outgoing Custodian and the Incoming Custodian
